Noble P. Kheder, Principal
Noble Kheder is a visionary, public servant and policy expert who has built a successful and highly respected government relations, lobbying, grassroots activation and business management consulting firm. For nearly 40 years, Kheder Davis and Associates has represented diverse interests in business, health care, information technology and higher education. Prior to founding KDA, Noble had a distinguished career in state and county government that spanned more than 15 years. His public service experience includes key executive positions with the state and county Departments of Social Services and the state Department of Mental Health, including Director of the Michigan Department of Social Services under the Milliken administration. An expert in his field, Noble has received several appointments to prominent state and national agencies dealing with human services and health care issues.

John A. Davis, Principal
John Davis is a strategic powerhouse and led the charge in developing KDA into one of the premier health care consulting practices in the region. He is highly regarded for his expertise in the hospital and medical clinic management field. For more than a decade, John has cultivated his expertise in the legislative process, licensing and regulation while representing clients on a host of issues, including health care, utilities and natural resources. He is actively involved in the firm’s grassroots and political action efforts, which brings a unique exposure to state government. Prior to joining the firm, John served as a consultant and administrative assistant to the vice president of government affairs for Michigan State University.

Heather R. Nicholoff, Principal
Heather Nicholoff is a government relations, regulatory and health policy expert with unmatched political acumen. As Senior Associate, Heather has spent more than 20 years connecting and building relationships with people to improve Michigan’s health care policies and delivery systems. Before being recruited to KDA, she spent five years with the Michigan House of Representatives where she served as Chief of Staff to the Chairman of the House Health Policy Committee. During her tenure with the House, Heather was actively involved with all major health care matters that came before the legislature. She is known for providing clients with customized and targeted plans focused on their strategic priorities and long-term needs. She is a subject matter expert in Medicaid and assistance programs policies, Certificate of Need, Professional Scope of Practice, and Third-Party Administration. She also has extensive knowledge of the budget process and appropriations.

Kendra M. Basiga, Operations Director
Kendra Basiga is a dynamic operations expert who uses her diverse, progressive experience in law firm administration and business management to maximize the success of Kheder Davis and its clients. She applies her exceptional critical thinking and problem-solving skills to efficiently manage all aspects of the firm from financial and tax matters, accounting processes and retirement and benefit plans to regulatory and compliance issues, vendor relations, and human resource functions. Additionally, Kendra assists with the firm’s associated entities and manages clients’ political action committees, lobby registration and reporting. She earned a Bachelor of Science degree in organizational administration from Central Michigan University and a law degree from Western Michigan University Thomas M. Cooley Law School.
